I don't know about East v. West, but I thought that line to be just hilarious. It reflects Kramer's (distorted) view of the world. You would expect him to say something like 'move to the mountains' or 'to a deserted island', but the fact that he uses the West Side in that manner was so funny. Kind of like in another episode where he gets lost downtown and Jerry asks where he is. Kramer sees that he is at 1st and 1st and concludes that he is at the 'nexus of the universe'. Absurd and hilarious.
