Hi again....My stupid VCR forgot to tape the end credits to The Scofflaw. What happened? They never explained why Kramer was wearing an eye-patch. I assume that's part of it.

It really didn't have to be explained. Kramer just wanted something to wear. First he tried to find out where Jake Jarmel got his glasses and then when he was talking to the cop he complimented the officer on his patch. If you watched the tape you would have seen him move the patch from on eye to the other when he was talking to Jerry at Monks. He obviously didn't need the patch, but was wearing it for looks.

No, The eye-patch thing came about because Kramer wanted a new look and he got the idea from the eye-patch wearing policeman who had become insulted because he thought that Kramer was calling him a pig rather than the litterbug.
