why is it that kramer's pants/trousers are never long enough & jerry always wears sneakers/trainers with jeans??

They make people wear certain clothes to appear in a certain manner. Kramer and George especially wear clothes that are a size too small for them to make them appear uncomfortable. It also might help Richards fall as Kramer in a funnier way as well. I remember an article about this actually. In regards to Jerry I think thats just the way he wore clothes........

Jerry looks like and idiot when he wears a tucked in shirt with no belt. And he does it so often.

I recall an interview with Jerry where he describes showing up on set to change into costume, even though his street clothes were almost identical in style to the costume: oxford shirt, black jeans, and white sneakers.

The early shows has him in those "white" sneakers and jeans when it was still somewhat ok to be seen like that. Well, maybe not in NYC- but this was shot in LA (where they remain clueless about fashion). Darker running shoes are ok with jeans still.

Later episodes he's (correctly) wearing shoes with jeans.

Kramer is a classic "hipster doofus" - so his style is tolerable throughout the entire run of the series.
