Are there any people or any websites that have Seinfeld Episodes in any format other than .RM? (ie. ASF/MPEG/AVI) RM episodes have garbled sound and extremely bad picture. If not... WHY NOT??? If so.... WHERE?

Better than what? That garbled,muffled sounds. You need to download an MPEG or ASF or AVI file and listen to/watch it. They have MUCH better picture quality at Full Screen (sure those .rm files look great at 1"x1" but when you make it full screen you see nothing but blurry dots.
Hey, I said they're watchable. Not perfect. Clearly, MPG or AVI would be better, but the guy put together quite a collection (No, I'm not a friend of his) and probably doesn't have 400 GIGs(Exagerration, but who knows?) to u/l them all in those formats. I'm just glad to have them to watch when I want. And you're right, full screen sucks in .rm, but at least they're there for archiving and I don't see anybody else doing it, I couldn't.
