This is something that has been going on for years. For quite a while now, teams have searched all sorts of different countries (including practically every Latin American country out there) in search of new talent. Cuba has always been an enticing prospect, but has remained mostly off limits because of the political situation. Most of the Cuban players in the major leagues are those who have defected; i.e., Rey Ordonez, the Hernandez brothers. I'd say Seinfeld got the show idea from what was actually going on in baseball at the time.
