Do you think this means she was using drugs? Or was a hooker? Or just a dirty unwashed persong before?

She's a recovering alcoholic. Jerry talks to her on the phone one time and she's drunk out of her mind. She's also described as a "disgusting woman" who had a drinking problem when Kramer goes to recover "the jacket." Interestingly, Kramer, her son, is also a recovering addict, Kramer's problem was gambling, referenced on at least 3 occasions (at the airport where he gambles on flights, when he gets into the fight with Reggie Miller, and when he knows the number for Bally's in Atlantic City and tells Mr. Seinfeld that he used to have a problem.
