Yes he did at which time Kramer did one of his 'takes'. But we know George also uses showers and stair wells to relieve himself.

Since he is a "stall man," George was indeed having problems "getting it done" at the urinal. Notice that long after Jerry has finished and is off-screen, George is still standing there waiting for something to happen. Jerry asks if everything is OK, and George replies, "I've got to see somebody [about this]." Truly, a stall man cannot function at a urinal. Some friends in Boston call this the "Fenway Fear," because of the trough-like, personal accomodations they used to have in the men's bathrooms at Fenway Park.
