It was the theme song of "The Greatest American Hero" which ran from 1981 to 1983. It starred William Katt whose character, Ralph Hinkley, was given special powers to battle crime by aliens. They also gave him a special suit and an instruction manual. However, he lost the manual, so he always ended up messing things up.

It has been quite a while since I have seen this show, so the details I gave might not be completely correct.
