The Kramer-character is based on a real life person. But the thing is that Kramer's personality totally changed from the first episodes to the last.
If you compare him in the pilot and him in i.e. any episode from season 6, that is two totally different characters.
The question is, which of the Kramers is based on the real life person?
I don't really see it that way. Kramer had just first met Jerry, George, and Elaine in the first season. I just think it was Kramer getting used to being around the group. As time goes on, he get's more comfortable around them. Kramer becomes closer and better friends with the group. Just my 2 cents.
