I think the episode you mean is "The Shoes", where Elaine is trying to get J + G off the hook with Russel Dalrimple by making him stare at her cleavage.

That would be "The Shoes." The president of NBC's name was Russell Dalrymple. It was the episode with the bad pasta primavera. :-)
