Uhh... isn't it a line from the Petula Clark hit, "Downtown"? (as is most of the dialogue from that scene...)

That hint caused Jerry and George to think the song Downtown may provide a clue so they started singing the lyrics back and forth. That's the joke, sorry my explanation sucks out of it what humor it had :-)
