Use of "the best, Jerry, the best"

This phrase is used so often, I'd like to know is there is a story behind it.

In answer to the posting about this. It is mostly a "Banya" comment. Banya uses it in:

The Soup The Fatigues The Secretary

Elaine uses it in The Understudy.

Banya similarily uses "That's gold, Jerry, gold." in The Fatigues.

The writers also use a similar phrase that most people use, about their doctor's. "He's (she's) the best." That was used in the ExGirlfriend and The NonFat Yogurt.

I think it is a condescending view of people who see mediocrity as "the best".
