Kramer A Stoner?

If you really pay attention to Kramer...the clumsiness, the occasional low-voice, sometimes philosophical; doesn't he come off as a REAL stoner sometimes? On mainstream sitcoms they don't alude to regular use of illegal drugs. Any thoughts?

Actually, you know, I've had this same thought myself sometimes; Michael Richards does seem to be walking the fine line between hipster and dufus, and his constant hunger would seem to be a dead giveaway for stoner specifically; the only problem is his reaction to "the sniffer", the accountant with the suspicious habits of sniffing, taking trips to South America and using the bathroom-- "they LIVE in there!", and particularly the bar sequence, where Kramer pretends to be a cocaine dealer. "Here's to being happy all the time." Of course, this doesn't necessarily imply that Kramer isn't supposed to come off as a stoner, but I think it's safe to say that the character doesn't do any illegal drugs. He sure likes his Hennigan's, tho.
