Was Tim Whatley ever considered a freind by any of the four, or was he just an acquaintance and dentist to the K man and Jerry?

He and Elaine dated, didn't they? So, I guess she would have considered him a friend, at least for a time.

I thought she wanted to date hem, but when he asked her at his Thanksgiving dinner she was deaf because she had won a price for mister Pitt in a bigband contest. She sat in a cafe all afternoon with loud (really loud) bigband music playing. That is the episode that George buys the LeBaron from Jon Voigt. Later (in another episode) she found he was a re-gifter.

You are correct but George bought John Voight's Le Baron, not Jon Voight's. And Elaine's temporary deafness due to the Dixieland music was a great parody of the Midnight Cowboy song. "Everybody's talkin at me - can't hear a word they're sayin'..."
