Why does it suddenly seem like Kramer is living above Jerrys apartment? At one point in this episode Jerry is screaming out the window to kramer "I'm coming right up" (or something like that). Anyone know?

Because Jerry looked up.
Since he and Kramer lived on the same floor, there's no other logical explanation that's as simple.
I vaguely remember the scene with Kramer training the bird on the roof., but I have not seen that part of the episode since. They must have cut it out to fit in one more commercial.
