The episode is called The Wig Master and is about Jerry buying a jacket he doesn't want, Elaine dating the seller of the jacket, George has a "wig master" as a guest. Kramer borrows the coat from the wig master which has a show called "Joseph and the Amazing Technicolor Dreamcoat."

IIRC, the hat was blown off some old ladies head by the wind, and was blowing along the street when Kramer spotted it.
