Kramer's his last name. Remember in the 2nd episode of "The Keys" (ala Hollywood adventure), the script's cover was torn off, but they showed the right side of the cover where the LAST name would be, and it had "Kramer" written on it.
Also remember the episode "Nose Job". Kramer goes w/ Elaine to recover "the Jacket". The landlord refers to Kramer's mom, with the name "Kramer", so you gotta assume that it's a last name.
