Michael Jackson Parody in "The Wigmaster"

Does anyone else think that the scene where Kramer walks down the street with the dream coat, cane, and hat is a parody of a MJ video (can't remember which one though)?

I guess there is a slight similarity. The video you're thinking about is Billy Jean.
