Has the Cartoon Network ever showed "The Route of All Evil" (3ACV12)? They always skip from 3ACV11 to 3ACV13

They don't get to air "new" stuff until November I think. See FOX had original airing rights in their first syndication contract made before "The Route of All Evil" aired. The new contract is supposed to include all the episodes.
