I think actually that he was going to be lending his voice to Zap, and that when he was killed, the producers had the animation done or were in the process of finalizing the char and decided not to change Zap, and to keep him looking like Phil and sounding kinda like him as a tribute.

I can answer that one. In the first few serieses, no-one knew Kramer's
first name. Then in one episode (I think it was series 4), Kramer's mum
turns up and calls him Cosmo. George tells everyone, but they still call
him Kramer, probably because they're used to it.

The scripts were already written when Phil Hartman was killed. Originally, I don't think he even had a first name. Phillip was added as a tribute.
There are a few interesting parallels between Red Dwarf and Futurama. Lister and Fry both become massively wealthy from a small amount of money in a bank account. On RD, it was just Holly playing a joke though. But the basic premise of someone going into the future by accident is similar, so some things are bound to show up in both shows.

Billy "The Fu**ing Man" West does Fry, Z'berg, the Prof, and Zapp as well as many others (Glermo, etc.). DiMaggio is perfectly content doing Bender and a huge majority of the New New Yorkers'. Plus Url, Fender, and the Puerto-Rican transvestite prostitue robot. How 'bout that shit?!!!!!
That's what it says in the Internet Movie Database, although I've never seen any official verification. Makes sense.
The character was written with Phil in mind but he died before he could voice any episodes. Since Zapp was an going to be a major character, they had no choice but to replace the voice. Sincerely, Little Girl
