That was lifted from the old video game Berzerk (1980). It's not "just like" the game -- it was an actual sound bite from it. It's possible that Berzerk lifted the Cylon voice, but it's more likely due to the primitive voice synthesis -- Berzerk was one of the first talking games.

Neh, those robots had voices from Berzerk. And with the rotating heads with the eyes around 'em, they looked like the Berzerk robots as well. Pretty blatant and unambiguous reference, that.
