HTML codes? Why not just save the animated buttons off of whatever website it was that you saw them on and put them into your space on your ISP? Nothing worse than people who link to files on other people's sites (See: Stealing Bandwidth).

Though you might want to ask the webmaster's permission first in case the buttons are copyrighted or whatever.

Yeh, WebTV ain't _quite_ as advertised in those neato infomercials, is it? Still and all, I guess it does alright for a gadget that's powered by two rubberbands and an angry little gerbil in an exercise wheel.........and I've been assured that it's fully Y1K compliant.
