Who composed the theme, and who does all the other music. Is it the same ghuy who does the Simpsons?

No, it's not the one.

But, Christopher Tyng did a pretty good job, since the music for the first season is a lot better than the than the music for the Simpsons' first season (Check out "Krusty Gets Busted" and "The Tell-Tale Head", and compare that to any first season episode of "Futurama", and you get the idea).
