Before Futurama, the voice of Leela starred in the show that put Fox on the maps, and it isn't the Simpsons. Married... With Children was a hit Fox sitcom centering around Al Bundy, a loser who works as a shoe salesman. With a wife who rather spend money than cook, a air-head blonde daughter, and a bright son who is more interested than girls, Al represent a man whose life is ruined by getting married. The show ran from Fox's origin to 1997.

Assuming no third party extensions, it was actually from 8.5 or greater. It had twin scroll arrows on both ends of the scroll bar, which was only added to the Appearance control panel in 8.5. (The practical way to turn on both scroll arrows at both ends of the scroll bar is to use a third party program, but you can send the control panel an Apple Event to turn them on without extra software.)

On the top, it had the close, squish, and expand buttons, so it was at least OS8 (or 7.x with a OS8 lookalike 3rd party installed.

On the right, it had a single scroll bar, two buttons on the top, but only one on the bottom.

On the bottom it had a progression thing (that moved as the movie played) and single buttnos to both sides of the scrolling thing.

So, it wasn't really any MacOS, just a window to look somewhat like it.
