I always figured that the heads were geneticallty cloned, and in the 30th century they probably figured out a way to clone anything from trace dna...(which they could get at ANY museum). And heads were created only because: 1. They are small, easily stored. 2. easy to maintain.. 3. Basically the most important part of the person to keep, (you certainly don't want to give it a body, it might escape or something.) Which brings us to a interesting ep concept. << imagine a head from the musium getting the rest of it's body, and is waking around free. The government (perhaps led by Zap himself) is after him, and he befriends the gang? >>
