Q-Bert wears a shirt and no pants. It makes complete sense that he would say pants.
If you're looking for it to sound like pellets, then you can easily convince yourself that it sounds like pellets, if you want it to sound like pants, you can make it sound like pants.
It's like if you're drunk, Blossom really starts to look hot.
I'm just going with logic here.

When I first heard it reversed, pants made sense, subconciously. I keep trying to remember where, but I'm SURE I've seen Q-bert referred to as 'the guy without pants' somewhere, magazine review, tv ad for the PSX version or something, most likely (something tells me it was in the form of 'the guy without pants is back, in Q-bert 3D').
