In TOW the Thanksgiving flashback Chandler tells Monica that he loves her at the end when she has the turkey on her head. Monica is shocked and he tries to deny he said it. Then in TOW Everyone Finds Out Chandler once again says that he loves Monica after flirting with Phoebe. Monica comes out of the bathroom shocked, like she never had heard it before! This doesn't make sense to me since she already had heard the he loves her.

The first time he said it, he blurted it out, but he didn't want her to know that he loved her at that point. My guess is that they probably never talked about it afterwards, so when Chandler finally announced it in 514 TOW Everybody Finds Out, both loud and clear, she was surprised that he had moved past his commitment issues and was ready to say that he loved her.
