I think it was more that he was stunned. He was shocked realizing that Ross was going to propose to her, and just turned to look at her, maybe wondering what she was going to say or if she knew. Don't forget, he'd just gotten done listening to her say that Ross wasn't going to be with her. Then she totally misunderstood it. I don't think he meant anything bad by it, or really thought at all. He was acting on instinct.
