We've seen the question on this group a lot, but I think I found a confirmation...
On February 12, 2003, WB will release a Friends DVD Superbox with all 8 seasons in it, and some space left for the 9th series. (I got this from a Dutch site DVD release schedule site which gets its information directly from the local distributors.)
Now I think they would only do that if they're absolutely sure about 9 seasons and not 10...

Yeah, I know the producers told they wanted this to be the last season, and they're writing towards the end. But NBC, and many fans (excluding me), don't want to believe that yet. Maybe the fact that WB will sell and end-of-series dvd box in a few months could give them a clue...

12-02 means February 12th, because in Europe we use the day/month/year date format. The only dutch words in there are "met ruimte voor", meaning as much as "with space [left] for".
But at least in the U.S. you get all those extras on the DVDs... We don't have those... :(
