phoebe invented denise (she can shout her name as many times as she wants i still won't believe that denise ever existed=)) but there are two persons i can think of that phoebe was living together with before rachel: first there's monica (well, we can only see that in The One With The Flashback and hear them talking about it sometimes) and second there's phoebe's grandmother. phoebe's apartment once belonged to her grandmother and after she had died it became phoebe's.
