The short answer is yes, they werent. (or possibly no they were)
Though seriously looking it over and over (and over and over) it becomes clear that rachel did not mean some sort of temporary arrangement. Which of course still doesnt excuse ross' behavior. But it is clear that rachel meant more than a small pause in the relationship

The writers wanted R&R to be on a permenant break from each other ever since a few seasons ago. As Beavis and Butthead would say, this sucks.

Yeah they were clearly on a break but I wish it woulda been the other way round, Rachel sleeping with someone else. And again, yeah, we could go into depth about why Rachel wouldn't do this but why do they put the guy in the 'two timing' posistion? If he's always wanted Rachel (since like forever) then I'm positivly sure that he'd sulk the entire evening, not get drunk and 'do' another woman, Ross isn't *that* sort of character.

Well, everybody agrees that they were on a break, but what is exactly "on a break"? When Rachel said "No, I mean a break from us..." she ment a break as in we're still together, but we're on a stand-still. But the whole situation is obviously a matter of interpretation. I liked the whole R&R, and I mean that they should be together (I'm not so happy about Mondler though), but Ross had the rights on his side when he slept with the Xerox-girl (aka. Chloe). Whether it should have been Rachel to two-time Ross is another issue.

Break - when something is broken, it can be fixed. Over - as in "over and out"....closed curtains, end of story, finito.

That's just a way of justifying Rachel placing all the blame on Ross. She knew full-well the implications of her statements.
Obviously, as you said, Ross thought they had broken up, as was evident in his statement while at the bar....
Ross: "Yeah, little change in plans. Ahh, we�re gonna break-up instead."
Even Rachel thought they had broken up, based on her conversation with Monica in TOW The Morning After...
Monica: "How's the big anniversary dinner?"
Rachel: "Well, we never actually got to dinner."
Monica: "Ohhh, nice."
Rachel: "No, we kinda broke up instead."
Monica: "What?!"
(Monica accidently starts up the blender without the lid on; bits
of fruit starts flying out of it)
Rachel (looks at ceiling): "God, Monica, it�s on the ceiling."
Monica: "That�s okay, this is more important than fruit..."

Rachel: "Yeah, but it�s okay, because when Ross left Mark came
over."...and also on the message she left on Ross' answering machine:
"Hi, it�s me. I�ve been trying to reach you all night. I feel awful. Please, Ross, you gotta know there is nothing between me and Mark. This whole break-up thing is just stupid."
So, it should be painfully obvious that they were, indeed, on a break. That, however, doesn't mean that Ross should have done what he did, or that he doesn't deserve any blame--he does, just not all of it.

Surprisingly, Chandler, the more wounded party, was much more aware of his contribution to his own breakup than Rachel ever was.

Technically they were on a break, I give Ross that. But what he did was extremely tacky and a slap in the face to their relationship (Although he was drunk and felt it was a big mistake).
The fact that he tried to lie about it was the one reason why I decided his "we were on a break" argument ultimately didn't work. Maybe if he had owned up to it from the beginning.
Lol so yes I do think they were on a break, but I don't think it justifies Ross' actions.

I think Ross should have more strongly played the Mark card. That was really why he slept with Chloe, not that they were on a break. If he hadn't found out that Mark was at Rachel's during that phone call, he wouldn't have thrown caution to the wind that way. He wanted to prove to himself that he could be with someone else just like Rachel could, even if she wasn't sleeping with him. Makes sense, especially given that Ross had slept with a lot fewer people than Rachel and felt insecure about it. Of course, this doesn't mean Rachel would have forgiven him any more easily, but at least he would have given her a clearer picture of how it happened.

I agree, Ross' infidelity had more to deal with his perception that Rachel was having an affair that night with Mark rather than from his hurt pride....his sexual romp was more of a revenge attempt at the time to get back at Rachel, but in fact she wasnt doing anything...
Anyways, they were on a break, which means that they formally were not committed to each other...it makes no sense to say they were on a break but Ross was cheating, because you either are together or your not, theres no in between...

Bottom line: Ross was too quick to turn to another person. Yes, there were some mitigating circumstances (he was drunk, his jealously was compounded by his discovery that Mark was with Rachel at her place), but those circumstances are also good reasons for NOT sleeping with another person.
The key to everything in life is not to do something like that when emotions are running at their hottest. Ross did not give the relationship break a cooling off period, and so he did himself in.
But that was only one part of the R&R saga. Rachel has done and said some pretty awful things herself. Both of them have needed to grow up a little.
I've always felt that this "break" stuff was a really lame excuse. I know this isn't real life, but in reality who would ever go on a "break"? Either it's over or it's not. Clearly the relationship wasn't over. They both still had very deep feelings for each other. They just needed some time apart. What Ross did was very immature and showed lack of commitment. Going to the extent of sleeping with someone based on perception and not facts is stupid. I side with Rachel.
When I heard it, it sure sounded like the end. Gotta go with Ross.

What Ross did was horrible, but "The Gellers" deserve a second chance.
