No you can't watch TV over the net with WinTV card - these cards digitise incoming signals from an aerial of composite/S-Video feed. You can however capture TV clips from them and make them available over the net. If you want to watch TV over the net, you'll need a fast feed and Realplayer, and a decent ISP. I'm not even sure if there are any major stations that broadcast over the net, as this would a major loss of income for them.
