Ok I may be completely wrong but isn't the bloke who played the zoo keeper in San Diego zoo who tells ross about his monkey, the same bloke in series 5 that asks Ross for the $100 after he moves in??

No, they're not the same. The zoo guy was Dan Castellaneta, who does the voice of Homer Simpson. The apartment guy was played by someone else.
