The broken radiator

Every time I watch episode 209 TOW Phoebe's Dad, where Ross breaks the radiator, I wonder why they don't open the window in Monica's apartment and just let some cool air in? Is there a reasonable explanation for this?

And since the window to the balcony is right above the radiator you would think most of the extra hot air could go right out.
