I won't guarantee it but I think it was Love Thy Trophy. Meg wants money for a prada bag so I think that's when Peter makes the suggestion.

Actually, I found it, while browsing my collection on my computer. It is "The Story On Page 1" where Meg gets a job with the student newspaper and interviews Mayor West ("How do you know my language?") and then Peter turns it into a story about Luke Perry being gay.
