The point is, did anyone capture a good quality mpeg of it, and are they willing to upload to Craig's server for all to enjoy?

You know, I actually had my PC set to record The Tick automatically every week, except that I stopped it recording this week because The Tick isn't on, and I already have that episode...
So...anyways, the point is, I WOULD have had a good MPEG copy of it had I have not stopped recording. Which makes me evil. Hmmm...
Plus, I probably would have only been able to post a high-quality WMV...and while I personally have no beef with the format, it's not cross-platform, and so it'd be irksome to post it for some. (in one of the binary groups of course)
Does anyone know of a good (perhaps free) MPEG editor? I've been using Windows Movie Maker, but again, it only outputs to WMV...and that's just plain annoying.

What software are you using to do a 'timed' capture (I assume it's working like a VCR and captures at a pre-programmed time).
I haven't been able to find anything that works well.

I've been using the ATi software that came with my All-In-Wonder Radeon video card. It seems to work fairly well, and has a VCD setting built in (which is the format I capture in). I could capture at a higher setting, but VCD seems to be about the right balance between size and quality...330Mb for a 30 minute show (which is about average)
It has a scheduler built in, and so I just go through the TV Guide and look for shows I might want to actually watch some day.
I think I've got about 30 episodes of The Daily Show I've got to watch at some point. :-)
