What's this reference?

In the episode "Mr. Griffin Goes to Washington" there's a scene which has always left me baffled; Peter is in a courtroom, chokingly giving testimony about being showed lewd pictures by Clarence Thomas (no doubt in reference to one of those judge/intern sex scandals...I've long since deleted that particular case from my internal hard drive) but at the end, when confronted with irrefutable evidence to the contrary, he suddenly seizes the microphone and blurts out "Ba ba booie! Ba ba booie! Howard Stern's penis! Ba-ba booie!"

To what does this latter part refer? Surely it must reference something, (no doubt to do with controversial radio personality Howard Stern) but the Family Guy Reference Archives fails to mention it.

Just one of those inane things I must know.

Some fans of Howard Stern's show take it upon themselves to crank call other shows (TV and radio), leading the unsuspecting host to believe that it's a legitimate call, and then with no prior warning launching into a rapid-fire list of Howard's entourage (e.g. BaBaBooey is Howard's producer, Gary Dell'abate). There are other forms of cranking on Howard's behalf, but that is the most bizarre. Howard, while having no control over what his fans do, enjoys the occassional crank (especially if it's on the show of someone he dislikes like Rosie or Larry King) and does not _dis_courage it (except in extreme cases like on-air coverage of tragedies), and will usually play a clip on the air if the cranker provides it.
