Jon Cryer was Paulie! Not sure about HJO, he shows up in a few episodes here and there, like the one where Brian is a cop and gets addicted to coke, he is one of the kids in the bathroom

Hmm...my on-screen tv guide said it was Cryer as Paulie! But I suppose it could have been Chiklis, it does sound more like him. I have no idea who else Cryer could have played...the hitman at the end...?
