Try downloading it again. The file should be 4,272,406 bytes in length. That's a little over 4MB. If it streams (I wouldn't know...), don't watch it that way. Download it completely using Save Target As and then watch.

When I downloaded it it saved it anyway. Upon watching it, I couldn't help but be amazed at what I saw! I bet it was some joke an animator or whoever did in this case. Too bad it wasn't used in the episode, would make a great clip as an "easter egg" for a Family Guy Season Two DVD or something.
