Does this mean its unavaliable in Canada? or simply priced differently?

Being in Australia, its cheapest to get em from Canada if theyre not region 4.

This might not be great. Paramount is notoriously slow in releasing DVDs. Of course, they're also known for great audio and video quality. At least the price is right. Should be around $15 on Amazon.com. Let's hope they decide that Daria is a good product to release. Sign the petition and cross those fingers!
