Well, just to reopen the voice debate for anyone with a videotape of Celebrity Deathmatch, Death Bowl 98 -- if you look at the voices part of the credits, the mysterious "Echo" makes an appearance. Anybody with the extra time, I say "Go for it!" and put an end this question.

According to Planet Daria, the actress who does the voices for Tiffany and Ms. Barch is Ashley Albert. Now, since previously the person associated with those two characters was the mysterious "Echo"... well, 2+2=4 even in the Dariaverse. :-)
Additional investigation. A long-standing mystery may be solved. After investigating, I've concluded that the actress who voices Ms. Defoe (the last mystery voice of the regular cast) is Nicole Carin. Her name appears in the credits for "Arts 'N Crass" and "The Invitation" (her only two appearances). The only other "guest" character in A&C was Helen's assistant, Marianne. The only other "foreign" actor in A&C's character list is Katie Kingston, a name that does NOT appear in "The Invitation". Again, 2+2=4, but I'm still listing it as "unconfirmed" on my site until I can be sure (another visit from Ms. Defoe in season 3 would help).
