Yes, a network does have the right to edit their programs for time and content, but they also have a responsibility to acquire appropriate programming for their network. The Noggin programming executives must have known that Daria contained material that many people would consider inappropriate for Noggin's target audience, yet they acquired the rights to it anyway. They could have bought a more appropriate, and expensive, series with the money used to edit Daria.
