The fat lady hasn't sung yet. Two fans insist(1) that they have timed the 21st January MTV screening, viz. the premiere, the only time MTV showed the full-length version, at about 74 minutes without the music video and host segments.
Have Viacom dropped a clanger? We might have to wait for the answer until someone who has a tape of the 21/1 screening takes delivery of their DVD.

Well here's another fan who has timed his copy of the premier airing of IICY and I have it clocked just under 74 minutes.
Yes, this is without the video or wraparound commentary either.
I'll wait for the DVD to come out but I hope that Al's source is right. Otherwise his contact is:

I have the entire uncut video on VHS, I will time it for you guys. Also, you can find the original IICY (minus some VJ praddle and Garbage band video) on the internet on KaZaa and gnutella, from which you can time it and compare it for yourselves.
