OK, what exactly are you supposed to do on Degas Street? Only thing I can see is this club and there's a bouncer standing there asking for a pass. So where the heck is the pass?

Go over to the car and click on it. The cowboy will pop and and he'll trade you the pass for a hat.
You then have to go back to the mall level. Go back to that store where you found Sandi and look for a cowboy hat.
