Sure. A woman named Ashley Gardner does the voice of Cotton Hill's long-suffering but strangely lifeless girlfriend on King Of The Hill. Ashley Gardner doesn't do any voices on Daria. That doesn't solve the mystery of who provides Sandi's voice, but at least we've ruled out one candidate. Still, I can see where this idea would come from: the character voices are awfully similar...and both provide a good shorthand way of expressing extreme intellectual torpor.
